Earlier releases published a range for each count, from the observed count up to the count divided by the worldwide placement rate. That upper end assumed a country's unplaced developers are in the same proportion as worldwide, which cannot be checked. Since release 2026-Q4 every count is the observed minimum alone.
Timezone is never used to place anyone: inferring residence from commit timing is behavioural profiling. The ceiling near 40% is structural. The remaining developers have not declared a location anywhere public, and no dataset knows where someone lives when they have not said.
| Tier | Basis | In the figures |
|---|---|---|
| Confirmed | The developer told us, or a partner organisation vouched. | Counted |
| Declared | A public profile location that resolves cleanly: the source's own placement, or a GitHub profile location it left unplaced. | Counted |
| Probable | Two or more agreeing weak signals. | Never counted in a figure |
| Unknown | No public location. | Cannot be placed in any country, so never counted in any country |
